Out of each of the dark spots in the track there springs 5 of so metal wires, this stuff is called "hotgrass" hence the term blades. The wires fan out and provide a visually unobtrusive electrical barrier.
Melbourne Zoo have it in their peccary exhibit and giraffe exhibit (maybe others but I can't think of them off the top of my head.) Look out for it next time you go.
