You're probably right! Erie Zoo renovated and modernized its Amur tiger exhibit recently (2008) but the exhibit for the same species at Rosamond Gifford Zoo must be at least 20 times larger.
The Cleveland Zoo has plans to fill in the moats of its two Amur Tiger grottoes however early plans are to provide more climbing opportunities than Erie has provided with its renovation.
