I know that there are one or two extremely small paddocks off to the side of this main one, but for my money the Fort Worth Zoo has one of the 5 worst elephant enclosures in the entire United States. In a few years time the U.S. will have 25 elephant exhibits that are 3 acres in size or larger, and this tiny dustbowl will eventually have to be expanded for the zoo to avoid major embarrassment.
While I think it is small I can't see calling it one of the worst in the country. Most of the times one of the smaller yards is open to the larger one. My biggest problem would be keeping 2 bulls. Sure it could be larger, but I don't think that there is anywhere they can go without completely demolishing some other exhibits.
With Dallas, Los Angeles and a few other zoos with substandard elephant exhibits vastly improving them in the next couple of years I'm not sure that I could name 5 elephant enclosures that are worse than Fort Worth's.
Just how deep is that moat? I have seen moats 5 ft deep boarded by jagged rocks and vegetation work perfectly well. This zoo really is looking very bad!
Would it be to much for them to add a pile of dirt a wallow, shade cloth! A big ball.

My thoughts exactly. Look's like a disaster just waiting to fuel anti-zoo protesters.
