Before tapirs they used to have a pair of white rhinos in here. Tapirs replaced them in the 1990s.

It is remarkable how many zoo exhibits have received "downsized occupants", as many American zoos have phased out elephants and replaced them with rhinos. In this photo you mention tapirs replacing rhinos, and there are several situations where small seabirds like puffins or penguins have replaced seals and sea lions. Many smaller zoos have phased out larger mammals and replaced them with smaller, but no less interesting, creatures. I remember reading all about the elephants, polar bears, leopards, etc, at Gladys Porter Zoo in Texas and how those creatures had been replaced by camels, sea lions, servals, etc, but that is just one zoo amongst the many to have gradually put smaller mammals into what were once considered large enclosures. How times have changed (for the better)!

And from what I can see, this exhibit looks way too small to have once held rhinos. I'd move these tapirs to the current elephant exhibit and maybe add a smaller species to this space... Just playing zoo director.
