Is this, as ZooChatter of 500+ zoos Tim Brown has stated "without a doubt, the greatest single zoological exhibit I've ever seen"? One of the criticisms of Georgia Aquarium is that when a visitor is done with the brilliant whale shark/hammerhead/manta ray/gazillions of fish 6-million gallon tank then the rest of the facility is deemed to be simply average in comparison. I'd love to read an updated review that includes the fairly new, $110 million dolphin tank as my only visit was in 2008. Anyone want to type up an overview?

That criticism is unjustified. The 24 million liter tanks is without doubt it's main attraction, but the freshwater gallery has an overhead river, cold water quest has beluga's and sea otters and tropical diver has the huge Coral reef. No, it certainly is not simply average. The dolphin show and exhibit are unique.
If I remember right snowleopard has visited since the question was asked back in 2012, but now where it has been re-opened I'll add my opinion:
Well, partially unjustified. There are two main weak points of the facility: The first is cold water animals except mammals. The second is freshwater. In both these the aquarium is matched or surpassed by numerous other aquariums around the world. In summary, the two main reason to visit this remarkable facility are mammals and warm ocean animals in general. Other things; not so much.

Not only the rest of the facility, but since this was the first major aquarium I have visited besides the Tennessee Aquarium, most other aquariums I visit seem lackluster. I am starting to realize that the Tennessee Aquarium is quite excellent, but as I visited it frequently, it was almost boring to a younger me. Georgia Aquarium is certainly lacking in freshwater, but most of the rest of the facility is still stellar. It also manages to escape from having a huge rainforest exhibit (looking at you, Dallas World Aquarium).
