That really does look to be exactly the same mock rock mix. And it ain't pretty...

And (also like Colchester) they're using fake rock in ways you could never use actual rock - so it looks even more fake.
 
To come a bit to the defence of Brownsville, their excuse is that this exhibit dates since the 1970s when the zoo was built, of that I'm fairly convinced, while Colchester's exhibits are a decade old?

Some are, but most of Colchester's newer exhibits are still being built with rock like this.

This definitely used to be the leopard exhibit, and the Gladys Porter Zoo has downsized the inhabitants of several enclosures in recent memory. The elephants were replaced by camels, polar bears were replaced by sea lions, the leopard was moved out in favour of a serval, and the jaguar enclosure was converted into a komodo dragon habitat. The zoo has not built a lot of new exhibits during the past 20 years, but instead has slightly altered many existing structures.

These changes have happened over a fairly long time. For instance, if I recall the book right, the Polar Bears went out sometime in the 1990s while the elephants were still there in the early to mid 2000s. However, I understand that the replacement of the Leopard and the Jaguar is new.
