That's a good mix. I don't see any barriers. Is there thin harpwire that is not visible in the photo? If not, how do they keep the dove in?
 
There are zero barriers, and so I'm guessing that the dove is either pinioned or simply flies around when there are no visitors in the building.
 
The birds are free-flight, the hall they are in has doors on both sides and the birds really have zero motivation to leave their area0 and venture into the hallway.

There also used to be house finches in this display, not sure if they were there on your visit however.
