I believe the two Grizzly Bears were confisticated from a private owner; although I'm not sure if it was through a drug bust, unlike how Detroit Zoo obtained their lions.
A sign said the two Grizzly Bears were confisticated from a private owner and placed at the Houston Zoo with very short notice so that the zoo had little time to prepare this exhibit for them.
