Yes on both accounts! The bird is a Kelp gull and it has access to all the exhibits in this small aquarium inside John Ball Zoo. The 30 Magellanic penguins were all standing around on rocks due to the fact that the keepers had drained their pool and were busy scrubbing the mock-rock clean with soap.
