Yes he is, the zoo's website says that he is 11 feet tall and weighs close to 13,000 pounds! If you look at the zoo's new "Elephants of Asia" website then you could see his large tusks in the home page. There is also a video of his first day in the new exhibit in the multimedia section that shows how big he is.

He is quite impressive, and being only 25 he is a tough competitor to Melbourne's Bongo Su's size. And Billy also has the tusks almost 3 times the size of Taronga's Gung's!!! (but Gung is 12 years younger)

Does LA manage their eles PC or FC?

The zoo used to have a FC system, but with the new exhibit they have now switched to PC.
 
Unfortunately no, but the zoo has plans to bring in females in the near future to form a breeding program.

So a very valuabe bull indeed. Well, good luck with breeding success and hopefully in 10-15 years time we see another big-tusked boy walking around LA!
 
So he was in the Elephants of China exhibit? I thought they moved him to the India section so that they could remove the temporary barn that was built for him?
