The one time I asked someone who worked at the zoo about this (an education employee who was stationed at one of the exhibits), he said that China had suspended all animal loans to the US because they were mad about the Dalai Lama visiting the US. At that point the zoo apparently was still thinking it was a temporary situation (this was 2009 I think), but it seems like either they gave up and/or China made it clear it was never going to happen.
Maybe someone has more specific details on what actually happened?
