What are the poles for? Is there netting on it?

There is netting and I wondered what that was for. It looks like a possible frame for vines to grow on?

The poles support the wires to prevent birds of prey from picking the tamarin off, as they are exposed.

Is there anything preventing the tapir from using this area too? Could the tamarins move from this area into the tapir paddock, or beyond, if they so desired?

There is hot wire preventing the tapir from getting on to the tamarin island. I don't think that there is anything preventing the tamarins from getting into the tapir space, but there are no trees or other surfaces that would attract them.
