So are these cubs in some sort of playpen within the tiger exhibit?

Essentially. They fenced off the left half of the exhibit for the cubs to get comfortable being in the outside space and in public view. Plus they are still learning to shift on and off exhibit so it's much easier to round them up in a smaller space. From what I've observed so far it's the literal version of herding cats lol.
They've been very active each time I've been there as well. Somehow lucked out with a least one photo of them staying still. Had to reposition my stool over by the viewing window, tiger artifacts on my lap, instead of behind the seating area at the tiger cart where I was assigned to be, but I got it!
