There is something about this exhibit that is just not right, like a scene from a shopping mall, doesn't work for me.

I totally agree, and it is a converted otter exhibit that simply does not work as a bird enclosure.
 
Is the exhibit as small as it looks? Or does it stretch out elsewhere?

I got a surprise when I saw this was at Monterey Bay!! Not up to what I'd expect from them.

The photo probably shows 80% of what is a temporary, but nevertheless very small exhibit for flamingos. Monterey Bay is a fantastic aquarium and this enclosure does not deserve to be placed there at all as it stands out as an anomaly of bad taste.
