This is by far the best penguin exhibit I have ever seen. It is a recreation of South Georgia Island. The pool is close to 30 feet deep, if not deeper.

Yes, there is underwater viewing. It takes 2 to 3 stories of descent to get to the bottom of the pool. Of course, I fully admit that my guesstimation may be off a bit, but I can almost guarantee it is well over 20 feet.
I was puttering around on the Alaska SeaLife Center's website, and the quote below is interesting. I'm not sure if the 21 foot statistic includes penguin habitats, but it seems possible and would make it the deepest in America.
"Seabird Habitat: The seabird exhibit has the deepest seabird pool (21 feet) in the U.S. Several bird species including puffins, red-legged Kittiwakes, common murres, black oystercatchers and pigeon guillemots live and breed in this 105,000 gallon exhibit."

Alaska Sea Life Center only houses local species (or at least only Northern Pacific), so no penguins. Watching the puffins and guillemots diving in their deep pool is very impressive.
