This does indeed look like a great giraffe exhibit.
There are a few great giraffe on the west coast of the U.S. Woodland Park Zoo has a very good savanna exhibit, as do Phoenix, San Francisco, and the Living Desert in Palm Desert, and of course the San Diego Safari Park. Sacramento and Oakland have adequate basic exhibits.
The biggest zoos sadly (San Diego and Los Angeles) have the worst giraffe exhibits, and the exhibit pictured here really does seem to put them to shame. The Fresno Zoo is apparently building a new giraffe savanna exhibit as part of their new Africa area, and one would hope that maybe they would look at an exhibit like this as a model...the major difference being that it may be impossible to produce something this lush in the arid climate of California's Central Valley.
