The Oklahoma and Detroit Zoos both have bald eagles in open exhibits like the one in the photo, and the Woodland Park and Oregon Zoos have walk-through exhibits where the visitors can look out at the bald eagles with zero mesh or wire. There might even be some other zoos that I cannot recall off the top of my head that showcase their eagles without anything in the way...
