Firstly, I do not think you understand that Chlidonias was being sarcastic when he thanked you for your input.
Secondly, the person who took this photo and labeled it as "atrociously tiny" has visited more zoos in North America than I think anyone on this forum. He is extremely well informed and extremely pro zoo and if he says it is too small then I am one hundred percent certain it is.
Thirdly, the fact that it was "all they could build" does not justify keeping animals in substandard conditions. If they cannot build an adequate habitat then they should not have the animal.

I am sure they can live here with the right care. Keeping an animal alives seems as a pretty bad indicator for animal welfare though... Looking at stereotypic behaviour / stress levels etc. would give you a better view of how well suited an enclosure is...
