@Ituri: at one time this zoo had a stated philosophy of "sanctuary" in which they seemed to be theming some of their exhibits towards animal welfare rather than conservation and biodiversity appreciation. My understanding is that the elephant exhibit is supposed to illustrate this by taking care of elephants that were abused and not well cared for until they got to Phoenix. I'm wondering if the general theme of "sanctuary" has been abandoned as a guiding principle of the zoo? Do you know?

I don't really know exactly. Although I can say that conservation was a part of the "sanctuary" concept. They would offer "sanctuary" to species that were in need of conservation. While I can't say whether the concept is dead or not, I will note that their publications don't seem to mention it anymore. It's also worth noting that there has been a little bit of change in the top level of zoo management since the concept was originally crafted.

By the way- This is Reba. And she is a prime example of taking and rehabilitating abused animals.

Reba has always been a tough ever since she was young. As well as Sheena. The belief that former residencies made them this way is b*llsh*t. Only ignorant people that get brainwashed by activist groups believe otherwise. This is speaking from experience. One of the few things that elephants and people have in common is their personalities. Genetics are genetics.
