I have no idea what the rungs are for (escape ladder?) but in all honesty the tiny Pine Grove Zoo is really not that bad. It can be seen by a solo individual in about 35 minutes and other than this single bear exhibit the rest of the zoo is at the very least of an adequate quality. Nothing spectacular, nothing even that great, but adequate for the small collection apart from this curiously desolate bear enclosure.
While they at least have a little space and enrichment (keyword little) and there are worse bear exhibits out there (not to mention they at least have the other two grassy exhibits to fall back on), this is otherwise rather poor for the black bears. Now for a game of "How I'd improve that exhibit!". First i'd demolish all the walls to form one big exhibit, then add some substrate and grass as well as some oak and maple trees. Also, going by the zoo office, you could make it look like a backyard, and have displays on how to live with bears for visitors.
@Yi Qi Those are some good strategies you have there; I think that lots of "gallery cages" benefit when you combine the smallish exhibits into one or two large ones.
And yes, compared to what they have at other zoos and "sanctuaries", this is decent.
