Can all the exhibits hold all of those species or is it set up that tigers can go in four, anoas can go in all of them etc?

According to the sign in the photo the Sumatran Tigers, Lowland Anoa, Malayan Tapirs, and Asian Small Clawed Otters have access to this exhibit.

Yes, those are the species that have access to this exhibit. The day I was there, the Sumatran Tigers were in it, and I understand that this is their primary exhibit. They are able to use the 3 netted enclosures as well. There is a smaller open-topped exhibit which the tigers can not use. The siamangs and gibbons can not use this exhibit or the smaller open topped one either, only the three netted exhibits. The otters and tapirs and anoas can use all 5 exhibits, and I think the porcupines can use all 5 but they aren't listed on this one so maybe not.
