Do you think this sets an example.
In Rotterdam they have a more or less bare rock and sea water bassin exhibit, but no grass line to ... nest.

It is an excellent puffin exhibit, and recently common murres have been added to create an interesting mix. Oregon Coast Aquarium has an even bigger and better puffin/seabird aviary that is outstanding. (check the ZooChat gallery for loads of photos)

This photo shows most of the enclosure at Point Defiance Zoo, but the pool is probably twice the size of what is pictured here:
