He is not chained in this photo, however it looks like the chain around his front right leg will be used when they are working with him (forget the official term for it)
This pic was taken less then 48 hours after his arrival from Leipzig Zoo / Germany to Prague. The chain on his foreleg was used to move him into the transport container and to fix him inside. I suppose the chain will be removed during some training session in next time.
