It isn't unusual that a zoo would house flamingos in this sort of space... what is unusual is that it is view-able by the public

American Flamingo.....

I take exception to the suggestion of 'sterile detention'. Enrichment, for an intensely social bird like a flamingo, is other flamingos. Looks like a reasonable night and bad weather housing for a flock.

walls need scenic painting like saline lagoon surrounded by mangrove trees or other vegetation. I am stating esthetics for vewers not enrichment.

No, I disagree
It is simple and functional as it is.
To paint the walls would add nothing, fool no one and take away from watching the birds interact.
Sometimes less is more.

It is their indoor space for inclimate weather. There is a glass wall so you can still see the birds.
