I could not compare them as I have not worked at Pueblo Zoo, so the protocol for penguin care and up keep are unknown to me. I can though give examples of what both look like and you can compare them.
Denver Zoo African penguin enclosure
1) Access to outdoor area (visitor viewing)
2) Limited Climbing opportunities
3) Multiple groups and access to versatile blood lines
4) Multi chambered indoor holding area
5) Outdoor and indoor hides with a couple different substrate choices
6) No visitor viewing of indoor holding or underwater viewing
7) Items can and have been frequently dropped inside pool
Pueblo Zoo African penguin enclosure
1) only indoor enclosure is available for penguins
2) Underwater viewing, but splash stains are evident
3) no other substrate choices besides concrete
4) Penguins seem more interested in the public (as most animals as pueblo do)
5) Enclosure doesn't allow for dropped items but knocking is prevalent
6) Many climbing opportunities yet smaller area all together
