it looks like just a bit of empty grass to me, perhaps better suited to small deer or maras. In fact much like an enclosure someone might throw up in their back yard. In which respects do you think it has to be one of the better exhibits for these bears?

Basically you're saying this is one of the better ones because it's not too tiny and it's not concrete? That is fair enough I suppose, but what a low standard to aim for! If this is indeed one of the better spectacled bear enclosures in the US then that's really pretty sad.
