I'm nervous if the public are allowed to lean on the ropes like that. Also, a gap that big between the two ropes is easily large enough for a child or short person to fall in.
The two ropes are on top of a concrete barrier which I think is about waste-high. So in order to fall in a child would have to climb on top of the barrier. Of course still possible, but takes some effort
