You are correct and to be honest this is a disgraceful exhibit for any kind of bear. Coincidentally, while this enclosure appears to be flooded, the zoo itself was badly destroyed by flooding just a few years ago. Roosevelt Park Zoo, Calgary Zoo and Lake Superior Zoo are now 3 zoos that I've visited in the past couple of years that have all been terribly flooded during the same time period.
The town of Minot only has 40,000 people and yet it is the 4th largest city in the relatively empty state of North Dakota. Roosevelt Park Zoo is quite poor, as is Chahinkapa Zoo, but North Dakota also has two good zoos in the form of Dakota Zoo and Red River Zoo.
The 4 zoos of North Dakota:
1- Dakota Zoo
2- Red River Zoo
3- Roosevelt Park Zoo
4- Chahinkapa Zoo
I visited all 4 in the summer of 2014, along with the Garrison Dam Fish Hatchery & Aquarium.
