Couldn't they somehow level this out with a load of sand? Not create one big slope, but some gentle tiers - or better yet, rip the steps up and make a smooth field.
I think that most of the area where the "stadium seating" is located will be part of Africa Live Phase 3. So I think the plans are in place to redo this area. At least I hope so.
