looks like a quetzal! I don't know which species are kept in North America though.
 
I agree with Chlidonias.

If it's not a quetzal then it's probably a trogons, like the Slaty-tailed or Blue-tailed. But the green feathers of the wing's leading edge, and the pointed tail suggest a quetzal of some sort.
 
This is the male of the golden headed quetzal. I think houston has a pair too when I was there in 2006.
