At one point there were plans for Maryland Zoo to build a spacious new elephant complex, but this establishment has become fairly stagnant for many years now. Is there any kind of solid financial backing in place or is the zoo projected to continue to struggle until money somehow becomes available?

Most of the zoo's money comes from the state of Maryland and city of Baltimore. Because the city has financial restraints and the state is trying to cut costs, the zoo, through its limited public funding, can only afford small improvements such as the new railroad station, prairie dog exhibit, and giraffe feeding station. I wouldn't really say the zoo is struggling considering the small exhibit and infrastructure improvements made over the past few years. It simply has no grand master plan that is able to be implemented at this time. The zoo has plans to construct a new penguin exhibit for its large and successful African penguin colony.
