White Tiger Exhibit - is that fence high enough?

It really looks like they are still building up the fence (2/3 initially and only after the first escape the other third?) or otherwise that they ran out of money halfway building the exhibit and decided to just go with lower fences instead of finishing one properly and the other later.

This looks genuinely unsafe. I will make sure to stay clear of this place unless I know this is fixed.
