I've collected hundreds of zoo maps from all of my visits to various establishments (and from trading with overseas ZooChatters) and the Tulsa Zoo's map is the worst ever! I was given a tiny, black-and-white, flimsy piece of photocopied paper instead of a thick, plastic, lush foldout like what is found at many other zoos. Anyway, the snow leopard exhibit is found around the corner from the lion and tiger pits, and across from the new event pavilion that was built in 2009.
Sounds like they had run out of the "real" maps. I know from personal experience that this happens all the time on busy days. The real map I actually quite like as it is the most compact one I have ever seen being able to fold up small enough to fit in your pocket with hard covers so it won't get damaged.
If one goes to Tulsa Zoo's website and clicks on the map link an image pops up that is at least 5 years old! There is a small picture that announces the 2008 opening of a new California Sea Lion exhibit but that did not happen until 2012 and it is now 2013 and basically nothing else has changed at this zoo. Some major facilities add a new exhibit every summer but Tulsa is most definitely a very stagnant establishment.
