Brown Trout/Rainbow Trout/Red-Tailed Hawk Exhibit

Does anyone know if the red-tailed hawk is tied to the tree branch every single day? It is certainly a bizarre presentation of a bird of prey!
 
It does look bizarre, but functionally not that different to falconry mews as used by zoos and falconry centres all around the world - but of course those birds are being regualrly excercised in the open sky!

If this bird is being regularly flown then I don't think there's too much of a problem. If it's not being flown then it's a different story!
 
Reminds me of a the excellent Amazon tank at the Henry Doorly zoo that used to have a macaw or toucan (cannot remember) perched above the tank.
