If he can, it's only a matter of time before someone puts his fingers up through the mesh and leaves the zoo without them then.
 
He can but there is a double fence with about a foot between them, there is not way someone could reach into the jaguar cage with only their fingers.
 
Ituri is correct. The leopard cage has the same setup. Coincidentally, both the leopard and jaguar cages feature one yellow and one black specimen.

Actually, they can. I've seen it happen. The spotted Jaguar, Rocco, spends most of his time in the area that connects the two exhibits (obviously closed off at some point). I saw a rather tall lady (over 6 feet tall, maybe 6'1" or 6'2") reach up and she would've been easily able to touch Rocco with no problem.
