I don't have an answer to your question, but an intelligent individual told me on this trip that the United States has many of the best zoos on the planet (bettered by perhaps nowhere else except possibly Germany) but also some of the worst zoos on the planet that are comparable to many third-world nations. I cannot explain the vast range of zoological parks in America, and one would think that the owners of a place like Wisconsin Deer Park (which has been in business for more than 60 years) would care more about animal welfare.
