This goat mountain is part of the 1994 Northern Trail area (one of many award-winning sections of this great zoo) and it does indeed resemble the Giants Causeway. I have no idea whether or not the exhibit was modeled on that natural phenomenon.
I should add that this rocky mountain goat exhibit, while fantastic and quite large, is perhaps not quite as amazing as this equally well-designed habitat at the Oregon Zoo:
