They can't: the guano is painted on. It's a major part of the exhibit storyline--guano harvesting in Chile and Peru.

Do any of the beaches in this exhibit consist of sand - this one appears to be concrete.

Good point redpanda, and I'll have to let you know when I visit the zoo again sometime in October. The exhibit is the largest and probably the best that I've ever seen for penguins, but I'm not sure whether or not there is sand for the birds.
