I wonder if this was just acclimatising to the set up? or maybe it was carrying eggs, it certainly looks odd Like one of those restaurants that allow you to pick your dinner.

I didn't think of that, it could be for one of those reasons (although it wasn't carrying eggs, but maybe the first reason). Maybe one of the regular visitors (like baboon) would know if it is always displayed like this. It did really stand out because most of the tanks and displays were very good.
 
It reminds me of this exhibit at Reef HQ in Townsville. There was a shallow reef pool with four tanks that extended out of the surface with different species in each one.

(The impression I had was that the lobster was confines there so that it either a) was visible to the visitors; or b) didn't destroy the other inhabitants of the tank. But those could be entirely wrong suppositions)
 
looking again at the photo there does look like a lot of algae growth on the RH side of the lobster tank, the tank may have been in the water a while, with or withouit the lobster.
 
I have not been to the aquarium for several years,thus I don't know the situation :(
