Yes, Chinese serow (Capricornis milneedwardsii) really are a true gem! most chinese zoos that have them don't keep have them on exhibit, Hangzhou Zoo is the only zoo that has them on exhibit, they are skittish and high strung animals
The only serow species that has been imported into the United States is the Japanese serow (Capricornis crispus) and they are no longer breeding, in Europe the Japanese serow population is also on thin ice, but at least there are still plenty in Japanese zoos
Japanese serow are also the only Capricornis spp. in captivity outside of Asia
Other serow species that you can see in Asian zoos include the following
Formosan serow (Capricornis swinhoei) at Taipei Zoo
Red serow (Capricornis rubidus) at Assam State Zoo
Himalayan serow (Capricornis thar) at Nainital Zoo
Sumatran serow (Capricornis sumatraensis) at a few Malaysian facilities
and
Indochinese serow (Capricornis maritimus) at a few Thai facilities
Besides Japanese serow, the only other serow species that have been imported into Europe were Himalayan serow having been at 2 European zoos and Sumatran serow having been at 6 European zoos
The only country outside of Taiwan that had Formosan serow, was Japan and they had them at Tama Zoo and Japan Serow Center (closed in 2006)
The Japan Serow Center in Gozaisho probably had the best collection of serow that ever existed, they had Japanese, Formosan, and Sumatran simultaneously, they also had other caprids like Rocky mountain goat, Musk ox, Saiga, and a few Goral species
