So can visitors get right up to the bars? I can't see an obvious stand-off barrier, but I'm blind. Unless that whole area is off-limits?

the only barrier is the low fence on the path side, otherwise there's nothing. There doesn't seem to be a big need for barriers in Burmese zoos (I've got a nice example from the Naypyitaw Zoo with a hippo enclosure, but I haven't uploaded those just yet). The photo below is a closer view of the bear cages (of the interior).
