the first such deer enclosure I saw I actually assumed it was originally built for something like bears (it was much more stepped than this one) because I have often seen stepped bear enclosures, but in fact I think they were purposely designed this way for deer. There are quite a few steep slopes within the zoo so I suppose it is simply down to available space.
Some of the hippo enclosures were also stepped in design which was very peculiar to see (although the degree was not as much as in this photo).

Yes, they are strange, especially when less sure-footed ungulates are kept on them, they must be a nightmare to sweep clean too!
They remind me of some enclosures built for macaques or similar species.
I can understand that in a zoo with lots of natural slopes space is at a premium even if it is less ideal.
