despite the old grouch in me wanting to say this has no place in a zoo grumble grumble, this has got to be a brilliant idea. It can't cost that much to operate (just water pumps) and given the climate it can't help but to be immensely popular amongst families. It's win-win for the zoo really.
From a business point of view, this attraction makes perfect sense. The zoo management is certainly very pleased with its success, and will be building a large-scale kids attraction at Jurong Bird Park soon to boost attendance.
I don't recall any play area from my January 2008 visit and didn't miss it, but then, I was alone and without kids. As long as I can pass it and no animal exhibits have to be axed, then I guess it doesn't matter.

It wasn't open yet when you visited (opened in October 2008). Only domestic animals are displayed there, you can easily skip it if you don't have kids.
