This seems like a rather odd exhibit. Can visitors reach over and put their hands in the raised pool? Does water flow from the cement container down into the main enclosure during the summer months? It almost appears to be an otter habitat!
Yes, I guess one could do that, but I don't see why anyone should. Small children being the obvious exception. Not sure about the water flowing. It was my first and only visit to the zoo.
Visitors can come and sit at the wall, they can also put hands in the raised pool. That round pool is used only for water lillies anyway. Turtles (red-ear sliders) live in the lower part with grass and stones.
This part was built only for water plants. But visitors used it to leave their overgrown unwanted pets there, so the lower pool was refurbished to house them.
