This is a centre run by INPA, Brazil's National Institute for Amazonian Research. One of its main goals is to offer an attraction to the public and to bring them closer to the local wildlife, but apparently almost every animal there is studied by researchers. They seem to have only had one pair of otters for quite some time, so I don't know if they're a breeding pair.
