Come on! Let's be fair. Indeed, it looks as if there isn't very much climbing structures. But we can only see one part of the exhibit. Also keep in mind, that Chile isn't a rich/frist world nation, so there isn't that much money left for zoo exhibits. Still, according to the pictures from lexpdr, SOME zoo exhibits there can mess with those in Europe and North America.
PS: I don't know if an Orang-Utan would prefere the "modern" Orang-Utan exhibit at Indianapolis Zoo towards this one.
