on the stats it says 2009:10:07 so either July or October last year (depending on how the date is arranged for month and day), just a few months after your photo!
I thought this must be after some heavy rains (which I don't think happen often in Kuwait) but then I saw another of Gusts's shots that suggest the green grass is actually turf that has been laid.
