This is undoubtedly a spangled cotinga but it is a young male. When young both sexes look like adult females. Then the males gradually start getting some black feathers, some blue and the purple throat. Eventually they end up looking like "proper" males. The black feathers (wing) and the begining of a bit of blue (near shoulder) can be seen clearly on this photo.
If you ever see a "female" cotinga with a few male-like feathers you're looking at a young male.
