Is that a water monitor near the hippo pool? Speaking of that ghastly looking pool...I wonder how often it is cleaned?

it's a Bengal Monitor (Varanus bengalensis), called a "Land Monitor" in Sri Lanka.

There are two species of monitor in Sri Lanka, the other one being the Water Monitor (V. salvator). I actually saw both species on this day, but the Water Monitor was at the Talangama Wetlands outside town.

I saw Bengal Monitors in Sri Lanka much more frequently than Water Monitors. They seem to be much more widespread, but also it was probably partly a consequence of the places I was visiting.
