@sooty mangabey A roadside menagerie that is a "sanctuary", thus likely avoiding a lot of complaints or protests. Incidentally, this place is the one where there is not a sign at the end of a long, one-mile, dusty road and I would be curious as to how many visitors there are each year.
I always find that interesting, that calling a terrible zoo a "sanctuary" immediately makes it okay for the general public. It's a "sanctuary" and therefore it doesn't matter how badly the animals are housed. But if it's a "zoo" then somehow that makes it a monstrosity. Worst is the "saving" of animals from a zoo to send them to a "sanctuary" where the conditions are far far worse (but that's okay, because it's a sanctuary).
